This project has been awarded recognition as an official project of the United Nations Decade of Education for Sustainable Development 2005-2014 by the German branch of the United Nations Educational, Scientific, and Cultural Organization (UNESCO).

Air Pollution Control: Particulate Matter
One of the usual parameters for emission monitoring of stationary sources is particulate matter (PM).
As based on the National Emission Standards for Source Specific Air Pollutants (NESSAP) which is incorporated in the Implementing Rules and Regulations (IRR) of the Philippine Clean Air Act (CAA), the maximum permissible limit of PM emission concentration for fuel burning equipment such as generator sets, boilers, fire pumps and the likes in an urban and industrial areas, cement plants and smelting furnaces is 150 mg/NCM. For other stationary sources and fuel burning equipment not located in urban and industrial areas, the maximum permissible limit is 200 mg/NCM.
PM emission concentration exceedance to the standard is a problem to some industries. One of the most practical and basic solution to this problem is regular cleaning and maintenance of the chimney or exhaust stack and the equipment itself. Soot and other particles accumulated in the exhaust can contribute to the particulate emission.
Another thing to check is the exhaust stack diameter and sampling porthole location. These equipment specifications contribute to the concentration of the particles collected during emission sampling. Exhaust stacks should conform to design standards so that an accurate and representative PM concentration will be generated from the emission sampling.
For fuel-burning equipment using coconut husks, wood chips or paper, PM emission concentrations can be normally high. If fuel substitution is not an option, gravity settling chambers, mechanical collectors, particulate wet scrubbers, electronic precipitators and fabric filters will be the solution.
These air pollution control equipment are usual fixtures in cement industries for and the same can be used by other industries to regulate their particle emissions. Technical evaluation and assessment will be needed to determine which air pollution control equipment will best suit the system.

BIOREM Inc wins two air pollution treatment projects worth CAD800,000
Jun 25, 2009 (M2 EQUITYBITES via COMTEX) -- BIOREM Inc (TSXV:BRM), a Canadian supplier of biofilters for air pollution control in municipal and industrial applications, declared on Thursday that the company has been awarded two industrial air pollution treatment contracts near Tianjin and Shanghai, China, valued at CAD800,000.

Car-cooling glass OK'd, but pollution fee is put off
SACRAMENTO – The state Air Resources Board yesterday unanimously ordered automakers to gradually install sunlight-reflecting glass designed to keep cars cooler, improve gas mileage and help battle global warming.
By lowering interior temperatures, regulators said, motorists would not be as tempted to crank up their gas-gobbling air conditioners. In turn, that would save fuel and cut greenhouse-gas emissions.
But in a surprise move, the board postponed imposing the nation's first carbon fee on most industries that release greenhouse gases. Board members said they wanted to review a potential conflict with federal law.
The carbon fee would raise about $52 million a year initially, later dropping to $36 million, to cover administrative costs for the state's program to cut greenhouse gases. That plan would cost California households an estimated $4 a year if utilities, refineries and others passed along the fee, according to air board estimates.
The decision came after several electricity providers warned that California might inadvertently put a fee on energy that is moved through but not used in the state. That would violate federal energy laws.
“We don't want to proceed with anything until we're absolutely confident what we're doing will meet every legal and constitutional test,” said Mary Nichols, air board chairwoman.

The coal that has powered China’s economic growth . . . is also choking its people. – Elizabeth C. Economy At the root of many of China’s air-quality problems is its heavy dependence on relatively high-sulfur, low-quality coal for everything from electricity generation and industrial production to cooking and space heating in the home. China relies on coal for almost 75% of its energy needs. In fact, each year, China consumes more coal than Japan, the United Kingdom, and the United States combined. The scale and scope of China’s coal power plant construction program is almost beyond one’s imagination. Consider that every single week, China adds one new large coal power plant to its energy base. Every single year, China builds enough new coal plants to light up the entire British Isles. In any given year, the amount of coal-fired capacity that China is building amounts to more than double that of the entire electricity-generating capacity of the state of California-more than 100 gigawatts. Green Roofs to be Mandatory on New Toronto Buildings
All new residential, commercial and institutional buildings with more than 2,000 square meters of floorspace in the City of Toronto will soon require a vegetated area, known as a green roof, on a portion of the rooftop. Toronto says it is the first municipality to pass a mandatory green roof bylaw, effective February 2010.
"The City of Toronto s leadership on all things green took another major step by making it obligatory to have green roofs for all types of new buildings," says deputy mayor Joe Pantalone. "This bylaw is a major part of the solution to climate change, the creation of green jobs, and it represents a whole new mindset on how our cities approach the 20 per cent or so of surface area that are roofs."

China Will Be Testing Two Maglev Systems to Transport Freight: Up to Three Times Cheaper than Trucks or Rail
China is installing two prototype magnetically levitated (maglev) systems for transporting coal in Inner Mongolia in an attempt to increase transport speeds and efficiencies, and to reduce pollution. Cost studies show $0.13 to 0.017 per ton-mile depending upon the length of magnetic pipe. Rail and truck costs are in the $0.35 to 0.05 per ton-mile cost range.
Magplane Magpipes
Magplane Technology designs and fabricates pipeline transport systems using the linear synchronous motor technology developed for the Magplane system. Typical applications for pipeline transport range from priority mail packages to ore transport. A typical ore application would have an underground pair of 60 cm diameter pipes for outbound and returning capsules, and typically carry 10 millions tons per year over a distance of 50 km.
Electromagnetic drives for pipeline systems are intended to replace pneumatic capsules. Pneumatic capsule pipelines have a long history, and there are several large scale systems in current use. Conventional pneumatic systems use external blowers to move the column of air together with the capsules in the pipe. Full-diameter valves are used to control the injection, removal and subsequent return of capsules. Various practical limits constrain the throughput of these systems and limit their cost effectiveness.
A demonstration project which uses a linear synchronous motor to move vehicles has been constructed at the IMC-Agrico Company in Lakeland, FL. The demonstration utilizes 200 m of 60 cm diameter cylindrical cast "waste water" fiberglass tube, and includes a 60 m long accelerator/decelerator section, a switch, and load and unload stations. The test vehicle traverses back and forth at a peak speed of 65 km/hr. The 1.8 m long wheelbase vehicle uses six-wheel assemblies at each end of a rotating hopper, and has a payload capacity of 270 kg. The vehicle carries an array of neodymium-iron boron permanent magnets which interact with the linear motor mounted on the outside of the tube to provide propulsion, and with external coils to provide an electromagnetic switch function.

Proposed federal emission rule threatens cement plants
Two major local employers, Lehigh Southwest Cement Company in Tehachapi and CalPortland Cement in Mojave, are facing a stringent new federal emission rule that may be impossible to meet.
Both plants fall short of the proposed standard for mercury emissions, but the Lehigh plant has a far greater challenge ahead of it to meet the demands of the Environmental Protection Agency.
The proposed standard for mercury is “very low,” said Kern County Air Pollution Control Officer Dave Jones.
“Our plant has been on this site for the last 100 years and now the United States Environmental Protection Agency has determined if we cannot meet their proposed emission levels, the plant would be required to close,” said Lehigh Plant Manager Craig Mifflin. “Lehigh is in the process of preparing pilot plant studies to determine the ability of existing control technologies to control these pollutants. The challenge of course, will be the ability to meet all of the parameters' extremely low limits.”

BP: 'We share concerns about benzene'

On June 2, the U.S. Environmental Protection Agency announced it had cited BP Whiting for environmental violations. For nearly six years, the refinery emitted cancer-causing benzene at its wastewater treatment plant without proper air pollution control equipment.Under the Clean Air Act, BP is required to manage and treat benzene waste from its wastewater treatment plant. But not all emissions from the waste were controlled as required.
In 2008, BP totaled 95 tons of benzene waste — nearly 16 times the amount allowed, according to the EPA. Similar violations took place between 2003 and 2008.
BP self-disclosed the violations to the EPA in a required annual report for 2008 submitted on Feb. 10 this year. BP spokesman Scott Dean said BP discovered the problem when a third party audited the treatment plant in the fall as part of an effort to improve operations.
EPA's announcement led 19 congressional legislators from Great Lakes states to send a letter to EPA, demanding it investigate whether BP complies with its environmental permits.
The EPA is preparing a letter in response.

Clean-energy opportunities are many and will be realized if energy policy can both promote the efficiency of our energy system and sustainable development of a full complement of renewables: solar, wind, geothermal, hydro, and biomass.
As America begins to back away from fossil fuels, consumers are more and more ready to transition to affordable and sustainable sources of renewable energies. The recently proposed Renewable Electricity Standard (RES) is gaining considerable support in Congress and among the general public. As written however, it inadvertently is poised to waste large amounts of renewable thermal energy and needs more careful crafting.

Recent European developments in advanced wood combustion (AWC, defined as automated, high-efficiency wood-fired energy systems with strict air pollution control) have wood supplying thermal and electrical energy cleanly and reliably to thousands of communities in Europe and increasingly in North America. AWC minimizes air pollutants including fossil greenhouse gases.
AWC is so clean and safe that AWC systems are commonly deployed in the midst of picture-perfect European towns and villages. Because AWC systems can be developed in community-sized increments of 0.1 to 20 MWth, they can be managed to meet community needs and not overwhelm the productivity of local woodsheds.

Assessment of Existing Wastewater Treatment Facilities for Planned Expansion
Facilities with existing wastewater treatment facilities are in a better position than those that don't have one as the latter is very susceptible to environmental non-compliance, penalization, closure and even criminal liabilities.
However, even facilities with existing wastewater treatment facilities face challenges on a daily basis as a result of inadequate knowledge and continuous training of personnel and sometimes the lack of top management commitment to comply with environmental laws (some put up systems like these only as a front but don't operate it properly). Yet again, growing companies whose operations have increased in capacity have problems with their existing treatment facilities because these are not adequate to treat the increase in wastewater generation anymore.
Pacific Spectrum Environmental has conducted many assessments of existing wastewater treatment facilities to resolve these problems all together. We have trained personnel to do simple, easy-to-understand tasks that can increase his/her competence as an operator. We've also made assessments on existing facilities to increase its efficiency by tweaking the operational conditions (e.g. physico-chemical and biological parameters). And we've helped companies to also increase the capacity of their existing facilities without necessarily building another plant.

Wet Scrubbers
Wet scrubber is a form of pollution control technology. The term describes a variety of devices that remove pollutants from a furnace flue gas or from other gas streams. In a wet scrubber, the polluted gas stream is brought into contact with the scrubbing liquid, by spraying it with the liquid, by forcing it through a pool of liquid, or by some other contact method, so as to remove the pollutants.
The design of wet scrubbers or any air pollution control device depends on the industrial process conditions and the nature of the air pollutants involved.
Inlet gas characteristics and dust properties (if particles are present) are of primary importance. Scrubbers can be designed to collect particulate matter and/or gaseous pollutants. Wet scrubbers remove dust particles by capturing them in liquid droplets. Wet scrubbers remove pollutant gases by dissolving or absorbing them into the liquid.
Any droplets that are in the scrubber inlet gas must be separated from the outlet gas stream by means of another device referred to as a mist eliminator or entrainment separator (these terms are interchangeable). Also, the resultant scrubbing liquid must be treated prior to any ultimate discharge or being reused in the plant.
There are numerous configurations of scrubbers and scrubbing systems, all designed to provide good contact between the liquid and polluted gas stream.
Figures 1 and 2 show two examples of wet scrubber designs, including their mist eliminators. Figure 1 is a venturi scrubber design. The mist eliminator for a venturi scrubber is often a separate device called a cyclonic separator.
Figure 2 has a tower design where the mist eliminator is built into the top of the structure. Various tower designs exist.
A wet scrubber's ability to collect small particles is often directly proportional to the power input into the scrubber. Low energy devices such as spray towers are used to collect particles larger than 5 micrometers. To obtain high efficiency removal of 1 micrometer (or less) particles generally requires high energy devices such as venturi scrubbers or augmented devices such as condensation scrubbers. Additionally, a properly designed and operated entrainment separator or mist eliminator is important to achieve high removal efficiencies. The greater the number of liquid droplets that are not captured by the mist eliminator the higher the potential emission levels.
Wet scrubbers that remove gaseous pollutants are referred to as absorbers. Good gas-to-liquid contact is essential to obtain high removal efficiencies in absorbers. A number of wet scrubber designs are used to remove gaseous pollutants, with the packed tower and the plate tower being the most common.
If the gas stream contains both particle matter and gases, wet scrubbers are generally the only single air pollution control device that can remove both pollutants. Wet scrubbers can achieve high removal efficiencies for either particles or gases and, in some instances, can achieve a high removal efficiency for both pollutants in the same system. However, in many cases, the best operating conditions for particles collection are the poorest for gas removal.
In general, obtaining high simultaneous gas and particulate removal efficiencies requires that one of them be easily collected (i.e., that the gases are very soluble in the liquid or that the particles are large and readily captured) or by the use of a scrubbing reagent such as lime or sodium hydroxide.

What Does Auto Code 1446 Emissions Control Systems In Cars Mean?

NASA conducted a joint study with the Associated Landscape Contractors of America (ALCA). During the energy crisis of the 1970’s a standard practiced was developed to create energy efficient buildings. 2016 Vehicle Standards: Better Mileage, Cleaner Air
The national fuel-efficiency and emission-control standard announced in mid-May will significantly raise the requirements for vehicle manufacturers, foreign and domestic. But the standard will also enable automakers and regulators to pursue the goals more efficiently.

Roadmap for Cleaner Fuels and Cleaner Vehicles
I recently came across an interesting document titled “A Road Map for Cleaner Fuels and Vehicles in Asia”. This document was prepared as part of an air quality programme supported by the Asian Development Bank (ADB). The roadmap was meant to provide decision makers in Asia with up-to-date information on how to clean up fuels and encourage clean vehicles. The roadmap discusses the interaction between fuels and vehicle technologies and the approaches that Asian countries can take to produce cleaner fuels and vehicles.
I have extracted the key conclusions drawn from that document. I hope you find them interesting.

Regenerative Thermal Oxidizer (RTO)
The Anguil Regenerative Thermal Oxidizer destroys Hazardous Air Pollutants (HAPs), Volatile Organic Compounds (VOCs) and odorous emissions that are often discharged from industrial processes. The RTO achieves emission, abatement and destruction through the process of high temperature thermal or catalytic oxidation, converting the pollutants to carbon dioxide and water vapor while reusing the thermal energy generated to reduce operating costs.
VOC and HAP laden process gas enters the oxidizer through an inlet manifold to flow control, poppet valves that direct this gas into energy recovery chambers where it is preheated. The process gas and contaminants are progressively heated in the ceramic media beds as they move toward the combustion chamber.
Once oxidized in the combustion chamber, the hot purified air releases thermal energy as it passes through the media bed in the outlet flow direction. The outlet bed is heated and the gas is cooled so that the outlet gas temperature is only slightly higher than the process inlet temperature. Poppet valves alternate the airflow direction into the media beds to maximize energy recovery within the oxidizer. The high energy recovery within these oxidizers reduces the auxiliary fuel requirement and saves operating cost. The Anguil oxidizer achieves high destruction efficiency and self-sustaining operation with no auxiliary fuel usage at low concentrations.

NEW YORK, May 26 (Xinhua) -- "I think China is an enormous success story, clearly in economics and it has had the most dynamic economic development in world history during the last 30 years," a famous U.S. professor has said.

Mcerts visitor numbers up by 10 per cent
The organisers of the Mcerts 2009 air-monitoring event have announced that visitor numbers grew by 10 per cent in comparison with the 2007 figures.

Traffic and pollution problems in Sliema and Gżira have reached the European Commission, putting the local environment and transport authorities under the spotlight.

The report said even though all smoking venues, except one, had ventilation systems, 96 per cent had Particulate Matter of 2.5 level, which fell into hazardous category of the US Environmental Protection Agency (EPA) Air Quality Index.
According to Mr Winfred Agbenyikey, who conducted the research, the ventilation system cannot protect people from SHS exposure.
He said the study was conducted to measure the extent of pollution caused by SHS exposure to workers and patrons in selected indoor public places.
Presenting a Paper at a day's seminar on the theme: "Ban on Smoking in Public Places," for senior staff of the EPA in Accra on Thursday, he said bar owners interviewed claimed customers' preference and concerns over loss of revenue as their reason for allowing smoking in their establishments.
He, however, noted that owners of non-smoking locations, which had gone smoke-free voluntarily, six months before the study, reported a hike in attendance and increased revenue after the ban.
